1. The specific works for the electrical Engineer include but not limited to:
•Identify and manage project’s risks and initiate corrective actions where necessary, so that maximum benefit to client, company and stakeholders are achieved;
•To ensure that effective Project’s implementation, monitoring and supervision tools are developed and implemented (using MS Project software, Primavera.... And other techniques such as EVM: Earned value Management);
•Ensure all technical inputs and cost estimates related to the Company project’s components are accurate, timely provided and included in the project proposals and budgets;
•Support the Supply section in all tender exercises for the procurement of construction and consultancy services;
•To actively conduct investment appraisal and analysis of the projects i.e.:
•A presentation and discussion of the socio-economic context and the company’s project’s objectives;
•To actively participate and oversee the company project appraisal documents (PAD);
•To lead feasibility studies of the project and all required other alternative options;
•To conduct/lead company’s project’s Risk Assessment, Project’s contracts preparations and analysis;
•To holistically conduct the Cost Benefit Analysis (project financing, environmental analysis, stakeholder’s analysis...) of the Company assigned projects.
•To lead, analyze and advise on Project’s related to PPPs framework;
•To Conduct project’s field inspections and monitoring work in progress and assures the work meets the requirements of the plans as per the specifications and good work practice standards.
•To make sure that the construction works are in compliance with the technical specification, drawings and contract terms and conditions.
•To be able in reviewing the contractor’s work plan and make sure the schedule is followed.
•To coordinate project budgets processes, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
2. Minimum Education Qualifications
•Candidate must have a bachelor degree in Civil Engineering,
•Possession of Msc. In Engineering Project Management or/and Construction Management or any other engineering fields is an added value.
•PMP certification or PRINCE 2 or APMBoK is highly desirable
•Training in Investment Appraisal or Cost Benefit Analysis (CBA) or Project finance is a plus etc.
3. Required Work Experience
•Minimum ten (10) years of professional experience in the relevant field of civil engineering, especially in preparation of construction technical documentation; Projects analysis, projects appraisal and general infrastructure investment appraisals;
•Experience in working in complex environments and large infrastructure and/or civil works, particularly in the field of construction technical project documentation development, negotiations as well as infrastructure management;
•Experience in infrastructure monitoring and evaluation, coupled with the ability to address and manage all aspects of monitoring of a construction (legal aspects of positioning, procurement, law and knowledge of construction contracts, construction information technologies, and follow-up).
•Experience in managing and supervising medium to large-scale construction works in the public/private sector;
•Knowledge of national and international procurement, tendering and contracting processes and requirements;
•Working experience in the area of preparation, implementation and monitoring of technical/ (re)construction projects; methodological and calculation skills;
•Experience in planning and execution, knowledge of contracting, negotiating, skills in examining and re-engineering operations and procedures.
•Experience in implementing new strategies and procedures;
•Experience in identifying, originating and qualifying new infrastructure business opportunities developing and executing results-driven client engagements.
•Proven experience in power/energy projects negotiations, implementation analysis and evaluation
4. Occupational Competencies:
•Good interpersonal relations with proven communication skills, both verbal and written;
•Very Good planning, organizing and controlling projects skills;
•Very Good project appraisal, investment appraisal and engineering project management skills;
•Computer literacy and familiarity with the MS Office package, MS Project/Primavera, AUTOCAD 2D&3D and project management tools and techniques:
•Sound judgment and decision making skills ;
•Good team player and self-starter able to work under limited supervision;
•Demonstrated behavior of professional and personal ethics, transparency and openness
5. Other Skills
•High level of professionalism with very good communication and interpersonal skills.
•Ability to communicate and interact with high level officials and work effectively with a wide range of constituencies in a diverse community.
•The candidate shall speak fluently English and Kinyarwanda, French knowledge is an added value
