Eng. James Biganza has served as the Chief Mechanical Engineer at Rukarara 1 Hydropower Plant since 2013. He joined the team with a background in Electrical Engineering, holding a diploma from the Kigali Institute of Science and Technology (KIST).

Previously, he was the Head of the Electrical and Electronics Unit at the Higher Institute of Agriculture and Animal Husbandry (ISAE); Busogo.
